A Resource ID is a URI that has the form"scheme://authority/path" where "scheme" is "spase" for those resourcesadministered through the SPASE framework, "authority" is the uniqueidentifier for the resource provider registered within the SPASE frameworkand "path" is the unique identifier of the resource within the context ofthe "authority".
